While House Khagarn is a family, Khagarn is not actually a surname. Within the House there are multiple families with different surnames which they call the Lineage name. For example a character’s name could be Jason Radlot, but when introducing themselves he could say Jason Radlot of House Khagarn.
Backgrounds
Your free to have almost any kind of background, from the child of a rich family to a poor smuggler. But when writing your background the main thing to answer is how your character joined the family, were they born into it or were they invited in? If you were invited why? Did you save someone’s life, perform a favour, have a desirable skill or did you seek the House out in order to join the family?
